OBJECTIVE


In this role, you will lead the Financial Directorate of Staatsolie as a member of the Executive Committee(ExCo), ensuring the financial health of the organization and contributing significantly to its efficient operation. You will translate the organizational strategy into financial policy frameworks and effective financial policies. For the Managing Director you will be a confidant and sparring partner focused on creating shareholders’ value. In addition, from a Financial Directorate perspective you will serve as a financial business and sparring partner for the Supervisory Board, ExCo, managers, and department heads to support, enhance and operationalize the long-term financial policy of the organization. You will advise on complex financing, investment, fiscal, and tariff issues, and act as the primary contact for banks, the Supervisory Board, and shareholders for local and international financial matters. Additionally, you will manage investment and financing structures for Staatsolie and its subsidiaries, ensuring control over financial positions and associated costs and risks.



KEY ACTIVITIES


  • Strategy and Policy Development.
  • Especially from a Finance Directorate perspective contribute to the formulation of the vision for the organization and the creation, implementation, and evaluation of the overall organizational strategy and strategic objectives of Staatsolie.
  • Translate the strategic objectives of Staatsolie into strategic policy principles.
  • Communicate the vision, mission, and (desired) culture of the organization and actively steer towards these.
  • Monitor and comment on external developments and trends and their effects related to the objectives of Staatsolie and the areas of focus within the Financial Directorate.
  • Develop, monitor, and evaluate policies in the aforementioned areas of focus, set priorities, and align policies with other directorates to ensure integrity.
  • Act as a sparring partner for the Managing Director and ExCo with an emphasis on financial strategy and implications, to achieve business results and further growth of the company.


  • Direction and Coordination of Directorate
  • Ensure the translation of Staatsolie's strategic objectives and directorate policies into plans, work programs, and projects for the Finance Directorate.
  • Oversee the consistent and efficient execution of established directorate policies, plans, work programs, and projects, ensuring quality control and monitoring, setting priorities, and aligning execution with policy and operational areas within the directorate and other directorates to maintain integrity.
  • Responsible for the management and operations of Treasury & Cash, Finance Projects, Controlling, Gold Partnership, Finance Accounting & Reporting, Tax, Supply Chain Management, and Finance Planning & Analysis.


  • Leadership and Team Development
  • Providing leadership and coaching to managers and employees within the Finance department, while ensuring continuous improvement of the department’s culture and ways of working.
  • Leading the team and ensuring the professional development of staff.
  • Developing and managing the department’s budget.
  • Implementing changes and improvements in the department’s working methods and culture.


  • Financial Reporting and Compliance
  • Ensure accurate and timely financial reporting and compliance with all relevant regulations and standards.
  • Oversee the preparation and compilation of financial reports and statements.
  • Ensure compliance with financial regulations and standards.
  • Coordinate with internal and external auditors to facilitate audits and reviews.
  • Implement and monitor financial controls, policies, and procedures.


  • Investment and Financing Management
  • Manage investment and financing structures for Staatsolie and its subsidiaries to support strategic objectives and growth.
  • Develop and implement investment and financing strategies.
  • Evaluate and recommend investment opportunities.
  • Manage relationships with financial institutions and investors.
  • Oversee the execution of investment and financing transactions.


  • Budgeting and Financial Planning
  • Develop and manage the company's annual operating budget and financial plans to ensure financial targets are met.
  • Develop and control the company's annual operating budget.
  • Perform financial analysis and forecasting to predict financial health.
  • Determine key performance indicators (KPIs) and financial metrics to track and evaluate the company's (financial) performance.
  • Present financial reports to executives, board members, investors, and other stakeholders.


  • Risk Management
  • Identify, assess, and manage financial risks to ensure the stability and security of the organization's financial health.
  • Develop and implement risk management strategies and policies.
  • Monitor financial risks and implement mitigation measures.
  • Conduct regular risk assessments and report findings to the Board of Directors.
  • Ensure compliance with risk management regulations and standards.


  • Stakeholder Relations and Communication
  • Develop and maintain relationships with key stakeholders and ensure effective communication of financial information.
  • Act as the primary contact for banks, the Supervisory Board, and shareholders for local and international financial matters.
  • Develop and maintain relationships with key stakeholders, including investors, regulators, and financial institutions.
  • Ensure effective communication of financial information to stakeholders.
  • Represent Staatsolie at financial forums, conferences, and meetings.


KNOWLEDGE, EXPERIENCE & COMPETENCIES

Specific knowledge

  • Financial Management in Oil & Gas:
    • Deep understanding of financial planning, analysis, and reporting specific to the oil and gas sector. Knowledge of financial risk management, including commodity price risk, currency risk, and interest rate risk.
  • Oil & Gas Industry Operations:
    • Comprehensive understanding of the oil and gas value chain, including exploration, production, refining, and distribution. Familiarity with joint venture accounting, production sharing agreements, and other industry-specific financial arrangements.
  • Regulatory and Compliance Knowledge:
    • In-depth knowledge of financial regulations, compliance requirements, and accounting standards relevant to the oil and gas industry. Understanding of local and international tax regulations and fiscal regimes applicable to oil and gas operations.
  • Financial Modeling and Analysis:
    • Proficiency in financial modeling, valuation techniques, and economic evaluation of oil and gas projects. Understanding of financial analysis tools and software used in the industry.
  • Capital Markets and Financing:
    • Knowledge of capital markets, financing options, and investment strategies for oil and gas companies. Knowledge of debt and equity financing, including bond issuances, loans, and public offerings.
  • Mergers and Acquisitions (M&A):
    • Expertise in M&A processes, including due diligence, valuation, negotiation, and integration, specifically within the oil and gas sector

    Experience

  • Financial Leadership:
    • Minimum of 10-15 years of experience in a senior financial management role within the oil and gas industry, with a proven track record of financial stewardship (seasoned CFO of a Mid to Large sized O&G company). Experience in leading financial planning, budgeting, and forecasting processes for oil and gas operations.
  • Strategic Financial Planning:
    • Proven experience in developing and implementing strategic financial plans that align with the company's long-term goals and objectives. Experience in driving financial performance and operational efficiency in a complex and dynamic industry environment.
  • Risk Management:
    • Experience in identifying, assessing, and managing financial risks specific to the oil and gas industry. Proven ability to develop and implement risk mitigation strategies and financial controls.
  • Stakeholder Management:
    • Experience in managing relationships with key stakeholders, including investors, financial institutions, regulatory bodies, and joint venture partners and managing sensitive issues in a highly political environment. Strong track record of effective communication and negotiation with internal and external stakeholders.
  • Financial Reporting and Compliance:
    • Experience in overseeing financial reporting processes and ensuring compliance with regulatory requirements and accounting standards. Proven ability to work with internal and external auditors to facilitate audits and reviews.
  • Project Finance and Investment Analysis:
    • Experience in evaluating and financing oil and gas projects, including economic analysis, financial modeling, and investment decision-making. Proven ability to assess the financial viability of projects and make recommendations to senior management. Must have concluded successful funding projects.

  • EDUCATIONAL REQUIREMENTS

    • Master's degree in Finance, Accounting, Economics or Business Administration (required)
    • Recognized professional designation (RA, CPA, ACCA, CMA or equivalent) required
    • Strong knowledge of IFRS and ESG-related reporting standards
    • Sector-specific training in energy finance, project finance or commodity risk is a plus
